About Matt Schulte

Hi.

I am a creative artist, systems thinker and entrepreneur: I’ve had my films screened at the Portland Art Museum, been a touring musician; I’ve also been VP of Digital Strategy for an agency that counted among its clients the White House, NASA and the Forest Service; and I’ve founded start-ups with successful exits. I am also the founder of media company Lower Boom. I’m a father of two, and have lived in Portland for over 30 years. I know Portland well!

Here’s a portfolio of some of my creative work:

In four years, I want Portland to be known as the most ambitious city in America. I have a detailed plan for a resurgence of downtown through my Grid-Connected Core; I confront, through my ReBoot plan, what PSU’s report and the Director of Homeless Services say is a major issue—continuity of care; propose a way forward on healing our rivers; and I am developing new tools like the Portland Affordability Rule and the Load-Value Standard. I marry creativity to execution.

Things I am working on:

  • Launch ReBoot Portland to confront a major issue identified by both the new PSU/Pathways report and HSD Director Nathaniel VerGow in a recent Street Roots interview: Continuity of care.
  • Stop seeing downtown as a problem to be solved and start seeing it as a resource to be developed through the Grid-Connected Core.
  • Propose the Portland Affordability Rule that I developed, keeping growth in City-controlled household costs below the three-year average growth in Portland median household income.
  • Propose the Load-Value Standard that I developed, requiring large new power users, like Data Centers, to demonstrate what Portland receives (jobs and other benefits) in exchange for the megawatts they consume.
  • Completing the design and permitting for flushing channels to address the Ross Island algae bloom.
  • Propose my Demand-Linked Storage Standard, connecting permitted fuel-storage capacity at the CEI Hub to measured regional demand to dramatically speed up draw-down, and begin planning and negotiating for the terminals and riverfront land as storage declines
  • Complete the Safe Routes priority network around every District 4 elementary school.
  • A unified vision defines the trajectory we want for Portland, strategy connects decisions to it, and then the execution of that strategy is how the Council earns Portland’s trust. I want Portland to become known as the most ambitious city in America, and that requires vision, and that vision can be, should be, clearly defined in a new Portland Strategic Plan.
